Peg is a neighbor who babysat Phoebe for Scarlet.
History
When Scarlet learned her sister was missing, she dropped her daughter, Phoebe, off at Peg's house. Peg said she had a Dutch baby in the oven and "The Man from Snowy River" was back-to-back on cable.
